The major purpose of this study is to evaluate secondary school teachers’ competencies in São Tomé e Príncipe. The idea is to get information that might enable one to characterize these teachers and to produce recommendations that might improve the quality of secondary education in this country. The evaluation approach which guides the evaluators actions is based upon perspectives that have to do with “evaluations oriented by/towards a social agenda” related to ideas that consider both “evaluation as a process to improve” social realities and a means to “empower” people who are involved in those realities. Therefore, difficulties that could be identified are assumed as a problem that belongs to everybody and possible solutions are to be found by a wide range of people and groups that work within the educational system and within a variety of society organizations. Consequently, methodology is strongly based on an intensive work of hearing from and discussing with those people and groups of people, using a focus groups approach. Also a questionnaire will be administered to a convenient sample of secondary school teachers of all curricular disciplines. Analysis of the questionnaires data and of the participants perceptions on teachers’ competencies as well as on the existing working contexts should enable one to produce a set of concrete recommendations. These recommendations should provide the grounds to design realistic and feasible programs that could contribute to improve secondary education quality in São Tomé e Príncipe.
