School leadership and professions: an impossible marriage?
For several decades, education professions throughout the world have been subject to transformations at school level, often on behalf of accountability mechanisms. But they also have been required to work in more flexible and distributed ways, to share resources together, and to innovate in teaching practices. This move away from a bureaucratic ordering is facilitated by the implementation of New Public Management technologies which transforms relationships between the State and professions, particularly with teachers’ performance-related pay and new career tracks. Principals are also required to adopt and master leadership practices that are sometimes shared with teachers outside the classroom. Does it mean necessarily new surveillance technologies, new control of professions, the extent of neo-liberalism in education? The presentation will illustrate those transformations from examples drawn from diverse education systems. It will show some variations in the policy borrowing and lending that translate the Global Reform Movement while presenting main lines of research and the scientific debate on school leadership.

Professor of Sociology at the University of Strasbourg, Faculty of Social Sciences, France, (Research Unit CNRS SAGE: Societies, Actors and Government of Europe) and Associate Visiting Professor at the Beijing Normal University and Aarhus University Copenhagen. Works on comparative education policies and politics, Europeanization and Lifelong Learning, Higher Education and Research, educational management.
Romuald Normand is convenor of the network 28 “Sociologies of European Education” at the European Educational Research Association. He is a member of the editorial board of the British Journal of Sociology of Education and Advisory Board member of the Springer series Educational Governance Research.
